EVERETT COMPREHENSIVE PLAN <br />Policy 6.5.2 The City should use the municipal waste contract to create incentives for reuse and <br />recycling. <br />Policy 6.5.3 Strengthen and augment existing pollutant reduction actions to reduce nutrients and <br />organic carbon inputs to surface waters. Existing pollutant reduction actions include projects that <br />reduce combined sewer overflows, use of Low Impact Development (LID)/green infrastructure, <br />Pollution Identification and Correction (PIC) program, converting existing stormwater detention <br />facilities into rain gardens, and adding water quality treatment facilities in areas built prior to <br />requirements to treat stormwater runoff. <br />Policy 6.5.4 Identify infrastructure vulnerabilities due to extreme storm events and sea level rise <br />and plan for appropriate changes. <br />Policy 6.5.5 Affirm and expand the use of green stormwater infrastructure, such as rain gardens <br />and pervious pavements, as the preferred stormwater management approach to reduce flows and <br />support, enhance and restore natural habitats. <br />Policy 6.5.6 Evaluate the impacts of climate change on consumption by humans, agriculture and <br />natural resources - fisheries and in -stream flows, and the potential challenges and opportunities for <br />new markets for the sale of water. <br />Policy 6.5.7 Promote green building practices and low impact development in the design, <br />construction and management of all City -owned facilities. <br />Policy 6.5.8 Continue to directly support regional efforts to delist Endangered Species Act <br />Aquatic species as part of the Federal mandates for the west coast Ecological Significant Unit. <br />Policy 6.5.9 Implement cost-effective retrofits of City facilities to reduce GHG emissions. <br />Implementation <br />1. The City shall continue to work with Snohomish County, the Washington State Department <br />of Ecology, and Snohomish County cities and towns to implement the Snohomish County Solid and <br />Hazardous Waste Management Plan by <br />• Promoting activities such as smart shopping (planning and mindful shopping to avoid <br />wasted food), the use of durable grocery bags, and buying in bulk when appropriate. <br />• Implementing upgraded procurement policies that discourage the use of disposable products, <br />promote and support recycled and low toxicity content product procurement. Encourage the <br />purchase of repairable, refillable, durable products that result in longer useful life. <br />• Designing consistency into programs by working with neighboring jurisdictions on items <br />such as materials collected, new programs such as disposal bans, and joint education and <br />outreach programs. <br />Exploring methods to encourage and support the diversion of edible food from locations <br />where it would be wasted to charitable organizations, food banks, and hot meal programs. <br />Participating in regional efforts to provide consistent messages for solid waste reduction, <br />recycling, composting and resource conservation programs and issues. <br />CAPITAL FACILITIES ELEMENT <br />
