EVERETT COMPREHENSIVE PLAN <br />H. Public Safety. <br />Quality of life is very much related to the community's perceptions about public safety. Land <br />use plans can address public safety in terms of the location and design of land developments and <br />buildings, but do not typically address the causes underlying the incidence of crime. Police <br />department operations and procedures are typically how cities address crime and public safety <br />concerns, outside of comprehensive planning processes. The Everett Police Department has its <br />own strategic plan and departmental procedures to implement its mission. The land use element <br />includes policies that call for close coordination with the Police Department in the development <br />of long range plans, and in the review process for individual land development proposals, to <br />address public safety concerns. <br />IV. LAND USE GOALS, OBJECTIVES AND POLICIES <br />This section contains the goals, objectives and policies of the Land Use Element of the Everett <br />Growth Management Comprehensive Plan. The statements of "goals, objectives and policies" <br />are intended to guide the public and those who make decisions about our future. Goals are broad <br />statements of the community's desires. The objective statements are more descriptive and imply <br />actions or programs that will move the City toward attainment of the goal. The policy statements <br />describe specific actions to be undertaken for the City to realize the objectives and goals. <br />A. Overall Land Use Goal <br />It is the City's intent that the Land Use Policies implement the goals of the Growth Management <br />Act, VISION 2040 Regional Growth Strategy, Snohomish Countywide Planning Policies, the <br />growth concepts of the preferred alternative, and provide sufficient direction to accomplish the <br />following objectives: <br />B. Objectives: <br />Objective 2.1 Provide for the public health, safety and welfare of the Everett community. <br />Objective 2.2 Provide for the orderly accommodation of Everett's population, housing and <br />job growth targets. <br />Objective 2.3 Provide sufficient land and appropriate land use classifications and <br />development standards to allow the community to grow in a desirable manner. <br />Objective 2.4 Establish written policies to be used for guiding the intensity, quality, location <br />and timing of development and redevelopment in the future. <br />Objective 2.5 Adopt a Land Use Map generally designating the location, extent and intensity <br />of land uses throughout the community. <br />Objective 2.6 Serve as a guide to the private sector and to government agencies concerning <br />property investments, future land use patterns, and the need for public facilities and services. <br />LAND USE ELEMENT 19 <br />
