EVERETT COMPREHENSIVE PLAN <br />Policy 2.2.7 All commercial developments should be designed and developed to promote <br />easy access for residents of surrounding neighborhoods, pedestrians, public transit, and the <br />physically disabled. <br />Policy 2.2.8 Commercial lands located adjacent to streets designated as "gateway corridors" <br />shall be developed in a manner, that improves the appearance of the arterial corridor consistent <br />with the policies of the Urban Design & Historic Preservation Element, or other approved urban <br />design plans for the street(s) upon which the property is located. <br />Policy 2.2.9 Adult use businesses, as defined by the Zoning Code, are considered compatible <br />with the "Community Business," Mixed Use Commercial - Multiple Family," and "Waterfront <br />Commercial" land use designations as designated on the Land Use Map, provided that they meet <br />the location criteria of the Zoning Code. If this policy is inconsistent with any other Commercial <br />Land Use Policy, then this policy shall control. <br />Policy 2.2.10 Develop standards and review procedures to address public safety concerns in <br />the land use permitting process for commercial and mixed use developments. <br />2.3 Industrial Land Use Policies <br />The Land Use Element must identify sufficient land to provide the for the manufacturing and <br />industrial service needs projected for the community. Everett's traditional manufacturing base <br />has experienced a decline from its early days, when the city was ringed with numerous <br />waterfront industries. While few of the city's wood products manufacturers remain, aircraft <br />assembly, high technology manufacturing, warehousing, transportation, and service businesses <br />currently dominate the city's industrial base. The manufacturing sector of Snohomish County's <br />economy is expected to remain strong for the foreseeable future. Other sectors, including <br />services, transportation, health sciences, government and education sectors, are expected to <br />grow. The City feels the preservation of a strong industrial land base is important for at least a <br />portion of the land needed for these growth sectors, and a key to the long -term economic health <br />and stability of the county and region. Everett's large industrial land base is viewed as a <br />regional economic resource that cannot be easily replaced elsewhere in the region. Therefore, <br />these policies emphasize the preservation of most of Everett's industrial land base for future job <br />growth and the industrial and service needs of the region, and to provide for compatibility <br />between industrial areas and more sensitive land uses. <br />Policy 2.3.1 Identify which industrial areas should remain designated for industrial <br />development and determine where currently designated industrial lands should be designated for <br />other uses, while promoting compatibility between industrial uses and more sensitive land uses. <br />Policy 2.3.2 Encourage the establishment and expansion of industrial uses that strengthen <br />and diversify the local economy. <br />Policy 2.3.3 Strongly encourage careful siting and design of uses within industrial zones and <br />adopt standards to minimize impacts on more sensitive land uses in adjoining areas. <br />Policy 2.3.4 Identify on the Land Use Map appropriate areas in which to apply the following <br />industrial land use designations: <br />LAND USE ELEMENT 24 <br />
