EVERETT COMPREHENSIVE PLAN <br />improvement of existing commercial areas, especially in proximity to public transportation <br />facilities. <br />Policy 2.2.1 Strongly discourage the spread of commercial zoning and uses into residential <br />neighborhoods. Instead, strongly encourage the more intensive utilization of existing <br />commercial areas for commercial purposes, mixed residential use, and public activities. (See <br />Residential Policy 2.1.3) <br />Policy 2.2.2 Discourage speculative rezoning and require proposed new commercial <br />designations to be based upon a binding plan that integrates well with and improves the <br />surrounding commercial area and adjoining neighborhoods. <br />Policy 2.2.3 Require new commercial development to be pedestrian friendly, and transit - <br />oriented in areas served by public transit. <br />Policy 2.2.4 Adopt standards to promote well designed commercial developments and proper <br />maintenance of commercial properties to improve and reinforce the quality and character of the <br />City's commercial districts and surrounding neighborhoods. <br />Policy 2.2.5 Commercial uses and developments should be designed so as to minimize the <br />impacts upon surrounding land uses, especially residential areas. <br />Policy 2.2.6 Identify on the Land Use Map appropriate areas in which to apply the following <br />commercial land use designations: <br />(a) Central Business District: An area containing the downtown core and surrounding areas <br />that are appropriate for a wide variety of commercial, residential, and community oriented public <br />uses, and that reinforce the high density mix of uses within buildings, and the pedestrian <br />orientation desirable for Everett's downtown. (See Urban Center Land Use Policies.) <br />(b) Mixed Use Commercial -Multiple Family Corridors: Areas where businesses are oriented <br />to the shopping and service needs of the Everett community and surrounding areas of Snohomish <br />County, and in which new development and redevelopment is encouraged to include housing and <br />other supportive services and uses. <br />(c) Neighborhood Shopping: Compact shopping districts located in close proximity to <br />residential areas, containing small scale buildings and businesses that are oriented to, and <br />provide for, the day to day consumer needs of the immediately surrounding residential <br />neighborhoods. <br />(d) Waterfront Commercial: Water -oriented districts that create or reinforce a distinct <br />character associated with the shoreline location, and that combine commercial activities with <br />recreational activities or promote a high level of public contact with the Everett's shoreline. <br />(e) Community Business: Areas where businesses are oriented to the shopping and service <br />needs of the Everett community and surrounding areas of Snohomish County. <br />LAND USE ELEMENT 23 <br />
