EVERETT COMPREHENSIVE PLAN <br />multi -family housing as a permitted use, and to increase the permitted building height from 65 <br />feet to 80 feet to encourage transit -oriented redevelopment. Until the City adopts the Center <br />plan, the following policies and existing zoning regulations and the policies of the Downtown <br />and Station Area Plans shall guide planning related decisions for the area. <br />Policy 2.4.1 Encourage redevelopment of Everett's center with an intensive mix of <br />governmental, financial, and professional services; cultural activities; high density housing; <br />appropriate industrial uses; and retail and service businesses in a compact, pedestrian -and <br />transit -oriented downtown setting. <br />Policy 2.4.2 Encourage preservation of historic buildings, along with development of new <br />buildings and public open spaces, with an emphasis on pedestrian orientation and activity at the <br />street level. <br />Policy 2.4.3 Promote the timely extension of regional high capacity light rail transit to the <br />Everett center. <br />Policy 2.4.4 Emphasize access to the center with alternative forms of transportation to the <br />automobile, and discourage auto related land uses such as auto sales, drive -up windows at banks <br />and restaurants, and large parking lots. Provide amenities to make walking, bicycling, and transit <br />use safe, inviting, and convenient. <br />Policy 2.4.5 Develop a comprehensive parking program dealing with supply of off-street <br />parking and enforcement of on -street parking to retain street parking for customers and patrons <br />of businesses, to prevent impacts to surrounding residential neighborhoods, and to promote the <br />efficient use of public transportation facilities. <br />Policy 2.4.6 Provide and promote development of a variety of housing types for all income <br />levels within and surrounding the center. Provide zoning and infrastructure capable of <br />accommodating a population of 15,000 to 20,000 residents. <br />Policy 2.4.7 Encourage public and private investment in urban design amenities, quality <br />public gathering spaces, arts and cultural facilities. <br />Policy 2.4.8 Discourage the spread of nonresidential uses into residentially zoned <br />neighborhoods within the regional growth center. <br />Policy 2.4.9 Strengthen the pedestrian and vehicular connections with the harborfront and <br />Snohomish Riverfront and non -vehicular connections between Everett Station and the traditional <br />downtown west of Broadway. <br />Policy 2.4.10 Improve the visual image of the arterial corridors connecting the center and <br />Interstate 5. <br />Policy 2.4.11 Encourage an intensive mix of commercial and residential uses and activities in <br />mid -rise buildings within the area located between Rucker Avenue and the harborfront. <br />Strengthen the physical and visual connection between the center and the Port of Everett. <br />LAND USE ELEMENT 27 <br />
