A traffic mitigation fee of <br /> $2,400 will be required for each new home at time of final short subdivision approval. The intersection <br /> of Forest Drive and W. Mukilteo Boulevard does not have documented safety issues requiring <br /> correction. <br /> Construction traffic should not pose a significant impediment to access on Forest Drive. Construction <br /> vehicles will be required to turn around on the subject property and no construction parking will be <br /> allowed along Forest Drive. Traffic Engineering will install NO PARKING signs to address any <br /> issues that arise. <br /> b) Existing utilities system; <br /> Finding: The proposal will add to the City's existing utility systems. <br /> Conclusion: The proposed project will impact the City's existing utilities system. Utility fees will be <br /> required at the time of issuance of construction permits for each new residence. <br /> C) Police,Fire,Parks, and Schools. <br /> Finding: The project is within the Everett School District. The two new single family residences may <br /> impact the school district. The school district impact fee is $3,231 for each new single family <br /> residence for 2015. The fee is to be paid at the time of issuance of construction permits for each new <br /> residence. Police,Fire, and Parks Departments will not be significantly impacted. <br /> Conclusion: A school mitigation fee of$6,462 is required for the two new residences. No significant <br /> impacts to Police,Fire, or parks are projected. r-z�, n_1 _ , Mt� r�1 -,� -LPUO <br /> 10.Flood Plain—The proposed project and design shall meet the requirements of the Evere Zoning <br /> Code and Floodplain Overlay Districts and Regulations. <br /> Finding: The subject property is located in Zone "X" as shown by the National Flood Insurance <br /> Program Map for the City of Everett. Zone X refers to those properties outside the extent of the 500- <br /> year flood. <br /> Conclusion: Flood plain requirements do not apply to this short subdivision. <br /> 11.Landscaping Standards - The proposed project and design shall meet the landscaping standards <br /> as established by this Ordinance. <br /> Finding: EMC 18 requires one street tree for every 30 feet of street frontage along Forest Drive. <br /> Three street trees are required. <br /> Conclusion: Landscaping must be provided per EMC 18.28.080. <br /> H. NOW,THEREFORE, the City of Everett hereby GRANTS PRELIMINARY APPROVAL of <br /> Short Subdivision #14-003 with the following conditions: <br /> 1. Stormwater shall be managed in accordance with current City standards, for both the proposed <br /> improvements and the existing improvements. Unless required setbacks from property lines are strictly <br /> observed, for any particular stormwater discharge, and all other design criteria are also strictly met, <br /> private easements from downslope properties will be required for the stormwater discharge. <br /> 2. Lack of approval of the submitted Stormwater Site an does not indicate approval of this plan." <br /> 5/ <br />
