EN
2. HDR will conduct one (1) impact analysis to critical areas based on the data provided by the
City.
3. A conceptual wetland mitigation narrative will be provided from the Mitigation Bank Use plan
(Subtask 1000.05).
4. A single City review and comment response cycle is anticipated for each deliverable. Effort
for multiple City review cycles and iterations is not anticipated or budgeted.
Deliverables
1. Critical Areas Report (Draft and Final, PDF via email).
Task 1100 50% Design Services
Objective
1. Advance the design to the 50% design level. The Basis of Design will be the FEN Chlorine
Facility Technical Memorandum dated February 28, 2017 and the FEN Effluent Pump
Station Investigation and Lagoon Hydraulics Technical Memorandum dated March 24, 2017.
The project includes a new building housing the hypochlorite and ammonia chemical
systems and replacement of the pipe system between the polishing pond and chlorine
contact channel with box culverts, as well as a modified outfall manhole/vault structure and
replacement of the diffuser tideflex valves. The building, culverts, and outfall manhole/vault
structures will be supported on piles due to poor ground conditions in the project area. A
backup generator will be installed near the dechlorination facility to provide backup to the
utility power feeding the FEN facilities.
2. Prepare Engineer's Opinion of Probable Construction Cost (OPCC) at the 50% design level.
3. Prepare Engineering Report for submittal to the Department of Ecology (DOE).
HDR Services
1. Utilize computational fluid dynamic (CFD) modeling to confirm the chlorine injection/diffuser
design for the new culvert between the polishing pond and chlorine contact channel. The
results and a summary of the model will be included in the Engineering Report.
A. The CFD analysis will confirm the chlorine diffuser design, orientation, velocities, and
any limited baffling necessary to provide basic mixing for the hypochlorite.
B. The CFD analysis will not extend beyond the bounds of the new culvert.
2. Prepare an energy code summary of the new chlorine facility and any variance request
required to meet the current code. It is assumed that the facility will be granted a variance
for this this work to avoid interior wall insulation similar to the variance already indicated by
the City regarding fire sprinklers or fire protection hydrants.
3. Produce 50% level contract documents for the chlorine building, culverts between the
polishing pond and chlorine channel, improvements to the outfall diffusers, and the manhole
improvements on the discharge/outfall piping:
A. A BIM Model will be produced for this design using Revit 2016. Design drawings will
be produced from the Model in Revit on a standard HDR 22" x 34" border using HDR
document production standards.
B. Documents shall include 50% level Drawings as noted in Appendix 1.
City of Everett—WPCF FEN Phase 2 10 Scope of Services
