I-y
EXHIBIT A
SCOPE OF SERVICES
Background
1. The City of Everett, Washington (City) selected HDR to provide engineering analysis,
design, and permitting assistance to expand the Final Effluent North (FEN) pump station
capacity at the Water Pollution Control Facility (WPCF), as well as replacing the chlorination
facilities. The FEN pumping system is an integrated process that combines open channel
hydraulics, chlorination, dechlorination, effluent pumping, and discharge. All components of
the system must work together to produce a fully treated effluent at the desired flow rate.
2. During Phase 1, HDR completed a study on the FEN pumping system and hydraulics as
well as a basis of design for the Chlorination Building. Everett would like to move forward
with final design of the Chlorination Building, addition of a culvert between the polishing
pond and the chlorination channel, addition of a standby generator to provide standby power
for the FEN facilities, as well as modifications to the outfall manhole/vault structures and
diffuser check valves.
3. The intent of the scope of services is to follow the FEN Chlorine Facility Technical
Memorandum dated February 28, 2017 for the new Chlorination Building and culvert.
Modifications to the outfall structures and diffuser check valves will follow the FEN Effluent
Pump Station Investigation and Lagoon Hydraulics Technical Memorandum dated March
24, 2017.
Scope of Services
Task 800 Project Management — Phase 2
Objective
The purpose of this task is to monitor, control and adjust scope, schedule, and budget as well
as provide monthly status reporting, accounting, and invoicing.
HDR Services
1. Update the Project Management Plan (Project Guide) outlining the additional project scope,
team organization, schedule, and communications information.
2. Coordinate and manage the project team.
3. Subcontract with and manage project subconsultants.
4. Prepare monthly status reports describing the following:
A. Services completed during the month
B. Services planned for the next month
C. Needs for additional information
D. Scope/schedule/budget issues
E. Schedule update and financial status summary
City of Everett—WPCF FEN Phase 2 1 Scope of Services
