�* w r ' . RESOLUTION NO. old 8',51 A RESOLUTION adopting the Southwest Everett Comprehensive Plan as a guide for development of Southwest Everett. WHEREAS, the City of Everett adopted a Generalized Land Use Plan map by Resolution No. 7264 in 1967; and WHEREAS, the City adopted the Everett Community Plan by Resolution No. 553 in 1972, as an "integral component of an official and flexible guide to development decisions", along with the 1967 Plan map and WHEREAS, the City's existing City-wide Comprehensive Plan consists of two maps illustrating land use designation, transportation corridors and public facility locations, as well as a set of general goals, policies and plans; and WHEREAS, the City's current Comprehensive Plan is deficient for the Southwest Everett area because: 1. it does not provide adequate policy direction for the Planning Commission to review land use development applications and the Hearing Examiner to review plats and subdivisions; and 2. it does not contain public facilities and transportation elements which are consistent with the City's current planning needs and requirements; and WHEREAS, development pressure of 1975-1978 identified a need to clarify the comprehensive plan policies for the area known as Southwest Everett; and WHEREAS, the City initiated a comprehensive plan update for Southwest Everett in 1978; and WHEREAS, the Everett Planning Commission has reviewed the Plan, has held extensive public hearings and public meetings concerning the document, and has reconciled all obvious inconsistencies between the Southwest Everett Comprehensive Plan and existing citywide plan. WHEREAS, we members of the Everett City Council, have held a public hearing, have reviewed the Southwest Everett Comprehensive Plan and Environmental Impact Statement, and have found the Plan in the best interest of the community. NOW THEREFORE, BE IT RESOLVED THAT: 1. The Everett City Council approves the Southwest Everett Comprehensive Plan as a guide for development in Southwest Everett. 2. The Southwest Everett Plan be accepted as an amendment to the comprehensive plan, and shall replace the existing Generalized Land Use Plan of 1967 and the Everett Community Plan of 1972 (maps and policies) as they relate to Southwest Everett. The plan map, goals, policies and recommendations presented in the Southwest Everett Comprehensive Plan shall supersede similar elements set forth in the existing citywide comprehensive plan, relative to the planning area. 3. The goals, policies and land use map of the Southwest Everett Plan shall be the controlling document for evaluating public and private development proposals for the Southwest Everett area. 4. The Southwest Everett Plan shall serve as a reference document and guide in making necessary revisions to the Everett Zoning Code and other codes and regulations relating to Southwest Everett. 5. In the event of potential conflict between the Southwest Everett plan map, policies and recommendations, and the existing citywide comprehensive plan, the Southwest Everett Comprehensive Plan shall be the City's policy in the Southwest Everett area.
