1 <br /> 9. Housing and capital projects funded with Community Development Block Grant, HOME,and Housing <br /> Trust(2060) funds will be loans with terms and conditions brought back in contract form for City Council <br /> approval unless there is other direction given in this resolution. This does not include loans approved by <br /> the Community Housing Improvement Program Loan Review Committee. The loans for the housing <br /> projects will be paid back to the City of Everett. For rehabilitation projects using Rental Rehabilitation <br /> • funds there is a minimum of a 50/50 match for these funds now and in the future. <br /> 10. For the following programs/projects: Interfaith Association operations, Cocoon House operations, <br /> Domestic Violence Services operations,Minor Home Repair,HopeWorks Station,Cocoon House Colby <br /> Avenue Youth Shelter, ChildStrive Security System,AFFORDABLE HOUSING PROJECT AWARD <br /> RECIPIENT—TBD, and all Public Service funding approved in this resolution,the Mayor is authorized to <br /> execute the contracts and necessary documents to implement the approved projects. <br /> 11. The required application foinis and information are to be sent to the U.S. Department of Housing and <br /> Urban Development to complete all application requirements and the Mayor is authorized to sign and <br /> provide the needed documents. <br /> 12. The first priority for HOME funds is for CHIP housing rehabilitation loans,and those funds shall be <br /> allocated to the CHIP program as long as they are needed to fund housing rehabilitation loans. <br /> 13. The year from which the HOME funds will come from will be worked out with Snohomish County within <br /> the Snohomish County HOME contracts. <br /> • <br /> 14. To improve staff efficiency for 2017 and in future years the annual Community Development Block Grant <br /> Administration funding amount allowed from the annual grant will be set aside and no application made <br /> in the committee process. <br /> 15. The 2017 Annual Action Plan and amendments to the 2015 to 2019 Consolidated Plan are hereby adopted <br /> and approved to be submitted to the U.S. Department of Housing and Urban Development and to <br /> complete all application submittal requirements. <br /> fR <br /> Councilman Introducing Resolution <br /> PASSED AND APPROVED BY CITY COUNCIL THIS DAY OF ,2017. <br /> • Council President <br /> 5 <br />
