1 <br /> Staff Report for Community Development Block Grant, <br /> HOME, and Housing Trust Funds— 2060 <br /> 2017-2018 Program Year <br /> The Citizen's Committee for Housing and Community Development reviewed proposals for the <br /> expenditure of the City of Everett's Community Development Block Grant program and other available <br /> funding. A Public hearing was held on December 7, 2016 for needs assessment. The Committee <br /> studied each proposal and interviewed each proponent. Four meetings and eight hours of interviews <br /> took place, concluding on January 11, 2017. Another public hearing was held on January 11, 2017 for <br /> comments concerning the Committee's recommendation to City Council. The Committee spent <br /> additional hours at home reviewing the proposals. On May 4, 2017, The Committee will hold their final <br /> meeting and public hearing to make a recommendation for reallocation of time sensitive HOME funds. <br /> The U.S. Department of Housing and Urban Development has not received its budget from Congress. F <br /> Staff is assuming a 5% reduction in the City's 2017 Community Development Block Grant at $730,194 <br /> from the $768,265 received for 2016. The Committee recommends funding at the following levels: <br /> Public Services 15% <br /> Program Administration 20% <br /> Non-Public Services 65% <br /> In addition to CDBG funds, the City has available Housing Trust 2060, HOME, and CHIP revolving loan <br /> rehabilitation funds for projects. <br /> The Annual Action Plan and the Consolidated Plan were available for public comment commencing <br /> February 18, 2016 and ending on March 22, 2017. No comments were received. An additional <br /> comment period for the reallocation funds was open April 10, 2017 and will close at the council public <br /> hearing on May 10, 2017. <br /> The funding recommendation for the 2017-2018 program year includes reallocation of HOME funds <br /> from prior years that were not expended for various reasons and are described in detail in the <br /> amendment section of the report. <br /> Each one of the members of the Committee provided a valuable contribution to this recommendation. <br /> This group was very dedicated while performing this difficult task. Staff congratulates the Committee <br /> for a job well done and thanks them for their time and effort.
