2 <br /> Metro Everett Update Briefing April 26,2017 <br /> Following our first discussion with the Planning Commission,staff revised both the height limits and <br /> created a list of potential development incentives for increase height.When looking at the map,those <br /> areas with a height range would be eligible for development incentives based on the following list: <br /> • Open space accessible to the public provided on-site <br /> • Financial contribution to fund a Metro Everett park or offsite public open space <br /> • Renovation of an historic building,on or off-site <br /> • Transfer of development rights <br /> • Public accessible parking <br /> • Public art contribution <br /> • Building certification of LEED Gold,Platinum or other equivalent standard <br /> • Provision of affordable housing for low-income households <br /> Design standards that concern how a building would front and interact with a street,as well as building <br /> mass and geometry,would be part of the performance-based zoning standards that will be developed. <br /> Land Use Strategies <br /> As part of the Metro Everett planning process,staff has drafted a preliminary land use map(Attachment <br /> 3)that combines numerous similar zones,adjusts land use borders,and has drafted a land use table that <br /> consolidates the numerous existing permitted land uses. This process will also serve as an initial step <br /> towards an overall effort to update and streamline the City's zoning code. <br /> The proposed land use map presents three zones for the Metro Everett area: <br /> • the Urban Residential, <br /> • the Urban Core,and <br /> • the Urban Industrial. <br /> The Urban Residential zone is an area comprised primarily of existing Core Residential R-3,R-4,and R-5 <br /> zones,and is intended to provide mid to high density multi-family housing with some opportunities for <br /> mixed-use buildings. <br /> The Urban Core zone consists mostly of similar existing business and commercial zones B-2,B-3, BMU, <br /> C-1 and C-2,and is intended to provide for the densest and highest buildings for business,commercial <br /> and residential uses. <br /> The Urban Industrial zone is located east of Broadway and south of Pacific,and is comparable to the - <br /> existing C-2ES zone which allows light industrial and manufacturing uses,with a bit more development <br /> opportunities. <br /> 6 <br /> 17 <br />
