Establish off-street parking areas(Attachment 1)which correspond to street designations in <br /> Attachment 1. <br /> o Non-residential development.Extend the exception for no required off-street parking <br /> downtown to the pedestrian streets (Area A in Attachment 1). <br /> o Residential development. Establish minimum off-street parking at 1 parking space per <br /> unit in Area A in Attachment 1,and 1.2 parking spaces per unit in Area B. <br /> 2. Adjust baseline off-street parking for residential development based on housing size(number of <br /> bedrooms). <br /> 3. Adjust off-street parking based on resident,transportation or development characteristics <br /> o Income,seniors,students <br /> o Access to transit or transportation demand management implementation <br /> o Shared parking in mixed use, historic buildings <br /> o Substitution of off-street parking stalls for car share, bikes, motorcycle <br /> 4. Simplify non-residential off-street parking by: <br /> o Relying more on market to dictate off-street parking needs <br /> o Reducing the number of uses with special parking requirements <br /> Building Heights <br /> City staff held two work sessions with the Planning Commission to review potential changes to height <br /> limits in Metro Everett.The area currently includes eleven different zoning districts with numerous <br /> overlays, each with different height allowances.The current height restrictions considered proximity to <br /> various residential zones. <br /> When the downtown plan was adopted in 2006,an approach for height limits based on existing <br /> topographies was adopted.The plan included opportunities for development to exceed base height <br /> allowances if additional amenities for public benefit,distinctive building geometry, LEED certification, <br /> etc.were incorporated. <br /> The current concept(Attachment 2)for updated height limits builds on the 2006 downtown plan <br /> concept.The concept heights map work from the outside in. Elements such as existing building heights, <br /> current height limits, uses,topography,solar path angle of the sun,and streetscapes helped guide the <br /> formation of the conceptual height limits drafted. <br /> Protecting lower residential densities that surround the Metro Everett boundary for solar access was an <br /> important consideration in drafting this concept. For example,along the northern border,where <br /> building shadows in winter are greatest,height limits are in horizontal bands a block deep, based in part <br /> on existing height limits and existing building heights. <br /> Most height tiers are designed to extend to either the midblock along the alleys for north-south street <br /> alignments,or to the first parcel or set designated length along the east-west street alignments.This <br /> creates continuity for both sides of the street,and would allow people to experience the future built <br /> environment with a more uniform,controlled building height. <br /> 5 <br /> 16 <br />
