1 RESOLUTION NO. / 9 9„ 2 A RESOLUTION accepting the Growth Management Report and passing it 3 on to the Planning Commission and the Administration for imple- mentation. 4 5 6 WHEREAS, the Everett City Council recognized the need to respond to pressures 7 on public services and facilities resulting from increased employment and housing 8 production; and 9 WHEREAS, on June 13, 1979, the Everett City Council did establish a Growth 10 Management Citizens' Study Committee and direct it to prepare a Growth Management 11 Policy and strategy for implementation; and 12 WHEREAS, between August 1, 1979, and April 30, 1981, the Citizens' Study 13 Committee on Growth Management contributed thousands of hours of their time to 14 developing a policy report; and 15 WHEREAS, the Everett City Council has received considerable input and support 16 for the report from various business groups and neighborhood organizations; and 17 WHEREAS, the Everett City Council has reviewed this report in detail; 18 NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 19 1. The Everett City Council conveys the appreciation of the community to 20 the members of the Citizens' Study Committee on Growth Management for their 21 generous efforts toward making Everett a better place to live and work. 22 2. The Everett City Council ackowledges the need for a Growth Management 23 Policy for the City which: 24 a. Facilitates the development of a consistent, comprehensive plan 25 for the City; 26 b. Stimulates the development of decent and affordable housing for all income levels while providing certain safeguards to prevent 27 serious disruption of existing single family neighborhoods; 28 c. Recognizes the role of Everett as the major employment center in the County and which serves as a stimulus to the development of a 29 balanced, healthy and viable economic base; 30 d. Provides for the adequate maintenance of existing public services and facilities and for the orderly, phased extension of public 31 services into new areas; 32
