1 RESOLUTION NO. / 9 9„ <br /> 2 <br /> A RESOLUTION accepting the Growth Management Report and passing it <br /> 3 on to the Planning Commission and the Administration for imple- <br /> mentation. <br /> 4 <br /> 5 <br /> 6 WHEREAS, the Everett City Council recognized the need to respond to pressures <br /> 7 on public services and facilities resulting from increased employment and housing <br /> 8 production; and <br /> 9 WHEREAS, on June 13, 1979, the Everett City Council did establish a Growth <br /> 10 Management Citizens' Study Committee and direct it to prepare a Growth Management <br /> 11 Policy and strategy for implementation; and <br /> 12 WHEREAS, between August 1, 1979, and April 30, 1981, the Citizens' Study <br /> 13 Committee on Growth Management contributed thousands of hours of their time to <br /> 14 developing a policy report; and <br /> 15 WHEREAS, the Everett City Council has received considerable input and support <br /> 16 for the report from various business groups and neighborhood organizations; and <br /> 17 WHEREAS, the Everett City Council has reviewed this report in detail; <br /> 18 NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br /> 19 1. The Everett City Council conveys the appreciation of the community to <br /> 20 the members of the Citizens' Study Committee on Growth Management for their <br /> 21 generous efforts toward making Everett a better place to live and work. <br /> 22 2. The Everett City Council ackowledges the need for a Growth Management <br /> 23 Policy for the City which: <br /> 24 <br /> a. Facilitates the development of a consistent, comprehensive plan <br /> 25 for the City; <br /> 26 b. Stimulates the development of decent and affordable housing for <br /> all income levels while providing certain safeguards to prevent <br /> 27 serious disruption of existing single family neighborhoods; <br /> 28 c. Recognizes the role of Everett as the major employment center in <br /> the County and which serves as a stimulus to the development of a <br /> 29 balanced, healthy and viable economic base; <br /> 30 d. Provides for the adequate maintenance of existing public services <br /> and facilities and for the orderly, phased extension of public <br /> 31 services into new areas; <br /> 32 <br />
