Y <br /> 1 e. Provides for the protection of open spaces, scenic vistas, natural <br /> resources and recreation sites which make our City so attractive; <br /> 2 <br /> f. Fosters improved coordination between the City and other govern- <br /> 3 mental entities on growth-related matters; <br /> 4 g. Encourages continued participation by citizens in growth-related <br /> matters. <br /> 5 <br /> 6 3. The Everett City Council hereby accepts the Growth Management Report <br /> 7 and passes it on to the Planning Commission and the Administration, along with the <br /> 8 citizen input provided at the public hearing for consideration and implementation. <br /> 9 4. Particularly, the Planning Commission is requested to begin work as soon <br /> 10 as possible on the consolidation and updating of the City's comprehensive plan and <br /> 11 zoning ordinance in the ongoing development of the City's Comprehensive Plan and <br /> 12 related land use regulatory ordinances. <br /> 13 5. Particularly, the Administration is encouraged to continue in its efforts <br /> 14 and emphasize: <br /> 15 <br /> a. Development and implementation of a detailed, long-range capital <br /> 16 improvements program; <br /> 17 b. Development and implementation of an overall economic develop- <br /> ment strategy for the City, including a Downtown Redevelopment <br /> 18 Program; <br /> 19 c. Development and implementation of a sphere of influence agree- <br /> ment with Snohomish County. <br /> 20 <br /> 21 6.
