RESOLUTION NO. /9'4. O <br /> A Resolution declaring an emergency to exist and authorizing the Operations <br /> and Maintenance Division of the Public Works Department and a private boring <br /> contractor to replace an existing 18" concrete drainage culvert with a 30" steel <br /> drainage pipe plus necessary dirt and rock fill and 30" extension corrugated <br /> steel or aluminum drainage pipe and necessary clean up work located on Mukilteo <br /> Blvd. between Lynnwood Drive and the Merrill Ring Bridge at an existing drainage <br /> draw. <br /> WHEREAS, on the night of May 9, 1981 around midnight or 1 :00 a.m. on <br /> May 10, 1981 an 8" A. C. water line broke adjacent to the gulley located between <br /> Lynnwood Drive and Merrill Ring Bridge on Mukilteo Blvd. causing the gulley <br /> to fill up with water, mud, sand, and debris, and as a result of this, the <br /> existing 18" culvert plugged up tight and collapsed approximately 26 lineal feet <br /> from the end of the tile on the north side of Mukilteo Blvd, and <br /> WHEREAS, there has been a problem for several years with road settlement at <br /> this location that we feel was due to the leakage of the existing 18" tile or <br /> a partial tile failure, and <br /> WHEREAS, the water line break with the very heavy water flow with debris <br /> and muck finally caused the total failure of the existing 18" tile, and <br /> WHEREAS, the 18" tile is totally unusable now and something has to be done <br /> soon to correct this water buildup behind Mukilteo Blvd. , or there is a possi- <br /> bility of washing out Mukilteo Blvd. and causing considerable damage to the B. N. <br /> Railroad main line to the north and down stream of this location, and <br /> WHEREAS, the City Sewer Division is pumping the water out to keep the <br /> pressure down on a 24-hour-as-needed schedule, and <br /> WHEREAS, the Sewer Division does not have the necessary large equipment <br /> to perform this kind of tile replacement, since the tile is located approximately <br /> 30' deep at the south end and approximately 50' deep at the north end, and <br /> WHEREAS, there are two possible methods of replacing this drainage tile, <br /> ONE being to hire a large one yard or more drag line to excavate the broken <br /> section out, replace the damaged tile, excavate out the upper end to open up <br /> the existing 18" tile, backfill , compact, replace existing asphalt, cleanup <br /> at a cost of approximately $70,000, and <br /> WHEREAS, this method would CLOSE Mukilteo Blvd. for at least a week causing <br /> problems of many kinds, and <br /> WHEREAS, the second method is to emergency contract with a boring contractor <br /> to bore and place a 30" steel culvert pipe under the boulevard with City crews <br /> completing all other necessary work to finish the project without closing <br /> Mukilteo Blvd. except for one lane traffic for several days during working hours <br /> at an approximate cost of $50,000, for the total project, and <br />
