r <br /> • <br /> • <br /> The City Council may modify the details of the foregoing <br /> improvements, such as to make changes in the location and sizes of <br /> various pipelines and pump stations, where, in its judgment, it <br /> appears advisable, provided such modifications do not substantially <br /> alter the purpose hereinbefore set forth. <br /> Section 2 . The total estimated cost and expense of the <br /> improvement is declared to be $28 ,120 ,000. The entire cost and <br /> expense, less the proceeds of state or federal grants received by <br /> the City therefor and other money of the City made available <br /> therefor, shall be borne by and assessed against the properties <br /> included within the proposed local improvement district. The <br /> estimated total amount of assessments is $15, 940,000. The proper- <br /> ties in that district will be all the properties specially benefited <br /> by the improvement. <br /> Section 3 . All persons who may desire to object to the <br /> improvement herein described and to the formation of the proposed <br /> local improvement district are notified to appear and present such <br /> objections at a meeting of the City Council to be held at the Council <br /> Chambers in the Everett City Hall , 3002 Wetmore, Everett, Washington, <br /> at 8:30 a .m. , local time, on April 22 , 1981 , which time and place <br /> are hereby fixed for hearing all matters relating to the proposed <br /> improvement, and all objections thereto, and for determining the <br /> method of payment for that improvement. <br /> Section 4 . The City Engineer is directed to submit to <br /> the City Council on or prior to the day fixed above for the hearing , <br /> all data and information required by law to be submitted. <br /> Section 5. The City Clerk is authorized and directed to <br /> publish this resolution in at least two consecutive issues of the <br /> official newspaper of the City, the first publication to be at least <br /> fifteen days before the day above fixed for the hearing. The City <br /> Clerk is authorized and directed to give notice of the hearing set <br /> 2 <br />
