Unfortunately, local telephone service in Snohomish County <br /> is limited. Residents of areas with existing concentrations of low-income house- <br /> holds must telephone at long-distance rates to obtain information about housing <br /> services available to them. Long-distance rates can become a significant barrier <br /> for low-income households in need of assistance, and does result in unequal <br /> access to publicly-assisted housing programs.
