Bonus Block Grant Apr—cation <br /> Final Application <br /> September 18, 1980/Page 2 <br /> PROGRAM ELEMENTS <br /> The Housing information and referral project will consist of six distinct phases. <br /> These are: <br /> 1) Collection of Source Information: All housing agencies will be identified <br /> and contacted to supply detailed information on the type of housing <br /> assistance they provide. For each form of assistance, an accurate <br /> account will be compiled of who to contact, how to make applications, <br /> eligibility guidelines, operating boundaries, and resource availability. <br /> 2) Preparation of a Housing Directory: Source information will be incor- <br /> porated into a coded and cross-referenced telephone directory for use <br /> by agency staff operating the information and referral service. The <br /> Directory will be designed to facilitate quick access for phone opera- <br /> tors, and will permit updates and modifications over time. <br /> 3) Training of Staff Operating Phone System: An important program element <br /> is providing sufficient training to staff to ensure that telephone <br /> inquiries are answered in a precise and efficient manner. Because <br /> of the complexity of housing programs and multiplicity of agencies <br /> involved, it is essential that formal training be carried out. <br /> 4) Advertising: Public service announcements and newspaper advertisements <br /> will be placed for maximum distribution of the toll-free phone number. <br /> In addition, the housing directory will be reproduced and sent to all <br /> housing agencies for their use. <br /> 5) Telephone Service: The toll-free telephone line will be installed <br /> and information and referral will commence. <br /> 6) Monitor and Update: The proposed project will provide for a monthly <br /> report of calls received by housing category and referrals given. Also, <br /> an annual review and update of the directory will be completed. <br /> Phases 1 through 3 will be carried out by consultant on contract with the Housing <br /> Authority of Snohomish County. Phases 4 and 5 will be implemented by an existing <br /> county agency chosen on a competitive basis. Phase 6 will be a joint responsi- <br /> bility of the consultant and selected agency. <br />
