4 <br /> The purpose of this declaration is to provide information on current and proposed SODA <br /> areas. In my opinion, based on my training and experience, the current areas should <br /> remain SODA. Based off of crime analysis data, and my experiences I have also <br /> included 2 new SODA areas. <br /> In the following SODA area descriptions, two blocks east, west, north, or south will <br /> extend to and include the sidewalk of the most easterly and westerly, southerly and <br /> northerly roadways. For example when referring to two blocks east of 4100 Rucker, the <br /> SODA area will include the sidewalk on the east side of Hoyt in the 4100 block. <br /> -The area of North Broadway Avenue 700 through 1000 block and two blocks <br /> east and west is a current SODA area, and I believe should remain so for at <br /> least the next two years. This area includes Everett Community College and <br /> Washington State University North. This area has grown significantly in size <br /> over the last two years to include student housing. The student population is a <br /> potential customer source for drug dealers. Over the past 8 months there <br /> have been 4 narcotic incidents <br /> A <br /> cC •. ° ' <br /> • cif <br /> I ,i' <br /> -The area from 1000 through 4100 block of Broadway Avenue and two blocks <br /> east and west is a current SODA area and I believe should remain so for the <br /> next two years. This area contains a number of motels, some of which are <br /> popular with drug dealers and consumers. This area also contains a verity of <br /> retail stores.ACT has observed drug activity and made narcotics arrests in <br /> the parking lots of many of the stores.
