4 <br /> -The area from 3100 block of Smith Avenue to the 4000 block of Smith <br /> Avenue and two blocks east and west, is a current SODA area. I believe that <br /> the area should continue to be in the SODA area for the next two years. This <br /> area contains the Everett Transit Center, a major transportation hub for the <br /> City of Everett and Snohomish County. The vast majority of citizens who use <br /> the Transit Center are law abiding citizens going to and coming home from <br /> work and other activities. Unfortunately the Transit Center is also where many <br /> narcotics sales and use take place. I have witnessed narcotics activities in the <br /> parking lots of the Transit Center. It is not uncommon for drug sales and use <br /> to occur in cars parked in the north parking lot. <br /> The 3600 block of Smith has become an area where a large amount of drugs <br /> are sold and consumed. Over the past several months ACT officers have <br /> observed and arrested many persons in this area for drug sales and use. We <br /> have recovered a verity of drugs and drug paraphernalia from those arrests. <br /> We have received numerous complaints about drug activity from the business <br /> in the area. We have witnessed numerous drug transactions. According to <br /> crime analysis this is the most concentrated area of drug activity in the city.
