• (9) Authorize the closure of Alverson Boulevard, Colby Avenue, and Grand Avenue on September , 23, 2017, from 10 a.m. to 1:30 p.m., for the Out of the Darkness Walk, sponsored by the American Foundation for Suicide Prevention and Volunteers of America Western Washington. (10) Authorize a Call for Bids for the construction of sewer regulators 4 and 39 modifications. ACTION ITEMS: (11) Authorize the Mayor to sign Amendment No. 2 to the public Access Agreement with the Port of Everett, in the form substantially provided. (12) Adopt a Resolution waiving public bidding requirements and approve the sole source purchase of Fairbanks Nijhuis 20-inch VTSH Pump from Granich Engineered Products, Inc. in the amount of $182,869.90, including Washington State sales tax. (13) Authorize award of 2017-027 for an Annual Supply of Water Meter Parts to HD Fowler Co. Inc. in the estimated annual amount of $405,206.44, including Washington State sales tax. (14) Authorize the Mayor to sign the Memorandum of Understanding with the Everett Police Officers Association for a Lateral Police Officer Hiring Incentive Program, in the amount of $70,000. (15) Authorize the Mayor to sign the Agreement establishing the Snohomish County Interagency Child Abduction Response Team at no cost to the City.
