15 <br /> • Snohomish County <br /> INTER-AGENCY CHILD ABDUCTION RESONSE TEAM <br /> (ICART) <br /> MISSION 0 <br /> The mission of the (CART is to quickly locate and effectively recover a child unharmed <br /> who has been abducted.or who is missing under suspicious circumstances by utilizing a <br /> team of individuals with prior training and/or experience related to child abductions. The <br /> swift deployment of pre-identified resources and personnel is the primary ICART goal as <br /> well as a key factor in the safe recovery of a missing or abducted child. <br /> ICART Protocol <br /> This protocol is consistent with the standards established in the AMBER Alert Child • <br /> Abduction Response Team (CART) Certification Manual, and shall serve as a guideline <br /> for (CART members and operations. <br /> SECTION 1: ACTIVATION RESPONSE CRITERIA <br /> The Inter-Agency Child Abduction Response Team (ICART) members or designees are <br /> authorized to assist in investigations of child abduction or child endangerment upon <br /> request from the chief administrator or designee of any general authority Washington <br /> State law enforcement agency in whose jurisdiction the incident occurs, with the <br /> approval of the ICART Commander. <br /> The occurrence of any of the following predicate incidents may initiate assistance and/or <br /> coordination involving ICART members: <br /> 1. The non-family abduction of a minor child <br /> 2. The abduction of a minor child with endangerment circumstances. Endangerment <br /> criteria may include: <br /> a. if the child's life or well-being is perceived to be at risk due to violence or <br /> health conditions; or <br /> b. if the identified parental abductor has a potential for violence or could <br /> endanger the child; or <br /> c. Any other abduction or missing child investigation that requires immediate <br /> response in order to protect the well-being of the child.. <br /> Note: Child means "any person under the age of 18 years, or any person known to be <br /> mentally incompetent". <br /> 3 <br /> 57 <br />
