5 ICART members are authorized to assist in investigations where an AMBER Alert has not been activated by a law enforcement agency and attempted abduction situations. The ICART Commander is the final authority for deployment or recall of ICART resources. Initial Response Procedures/First Responders A timely and effective response by`first responders"is critical to locating an abducted or missing child unharmed. For this reason, all law enforcement agencies in Snohomish County should implement initial response procedures prior to and during any (CART activation. The team is led by an ICART Commander. ICART members are selected from participant agencies in Snohomish County that are listed in the Interagency Agreement. Selected members are assigned a position on the team by the ICART Command staff based on their agency, experience, expertise, and needs of the team.
