5 <br /> ICART members are authorized to assist in investigations where an AMBER Alert has <br /> not been activated by a law enforcement agency and attempted abduction situations. <br /> The ICART Commander is the final authority for deployment or recall of ICART <br /> resources. <br /> Initial Response Procedures/First Responders <br /> A timely and effective response by`first responders"is critical to locating an abducted or <br /> missing child unharmed.
