• 1 RESOLUTION NO./ 73 F 2 A RESOLUTION to amend the Block Grant General 3 Strategy Plan 4 5 WHEREAS, the City Council adopted a Block Grant General Strategy Plan on 6 January 17, 1979, and 7 8 WHEREAS, the adopted plan reads as follows: 9 1. Activity priorities for Everett's 1979-81 Development 10 Block Grant funds shall be as follows: 11 First priority shall be to improve residential neighborhoods and expand housing opportunities within the City. Subpriorities 12 under this area shall be: 13 a. Expand housing opportunities through improvements of the housing stock and site acquisition for low and 14 moderate income housing; 15 b. Improvements and/or new construction of neighborhood public works, such as, sidewalks, streets, parks and 16 recreation, and utilities; 17 c. Improvements and/or new construction of publicly owned community facilities serving a specific neighborhood, such 18 as, multi-service centers, health or recreation centers, etc. 19 d. Social Services in support of other physical development activities undertaken with Block Grant funds, including, 20 but not limited to, employment, crime prevention, child care, health, drug abuse, and education. 21 Second priority shall be to provide or improve city-wide or area-wide 22 public community facilities and equipment. Sub-priorities shall be: a. Facilities or equipment that enhance the educational, 23 health, and social service opportunities of low and moderate income residents. 24 b. Facilities that enhance the recreational opportunities 25 of identifiable segments of the low-income population 26 (seniors, handicapped, minorities) and which are not specifically oriented toward one neighborhood. 27 Third priority shall be commercial revitalization and industrial 28 redevelopment activities. Subpriorities shall be: a. Economic development studies to evaluate commercial 29 and industrial redevelopment needs, opportunities and feasibility; 30 31 32
