1 Second priority shall be to improve major or area-wide public <br /> 2 utility services, such as, water/sewer trunk lines, drainage <br /> facilities, streets, solid waste disposal facilities and <br /> 3 infrastructure improvements that meet the objectives of <br /> the Block Grant program. <br /> 4 Third priority shall be to provide or improve city-wide or <br /> area-wide public community facilities and equipment. Sub- <br /> 5priorities shall be: <br /> 6 a. Facilities or equipment that enhance the educational, <br /> health, and social service opportunities of low and <br /> 7 moderate income residents. <br /> 8 b. Facilities that enhance the recreational opportunities <br /> of identifiable segments of the low-income population <br /> 9 (seniors, handicapped, minorities) and which are not <br /> specifically oriented toward one neighborhood. <br /> 10 <br /> Fourth priority shall be commercial revitalization and industrial <br /> 11 redevelopment activities. Sub-priorities shall be:: <br /> 12 a. Economic development studies to evaluate commercial <br /> and industrial redevelopment needs, opportunities and <br /> 13 feasibility; <br /> 14 b. Revitalization of neighborhood commercial areas in, or <br /> adjacent to, designated housing rehabilitation neighborhoods; <br /> 15 <br /> c. Revitalization of commercial areas designated by the City <br /> 16 and where revitalization plans have already been completed; <br /> 17 d. Land acquisition, infrastructure improvements, etc., for <br /> the redevelopment of industrial land. <br /> 18 <br /> 2.
