CITY OF EVERETT <br /> RESOLUTION NO. <br /> 1 A RESOLUTION amending Everett's 1979 Housing Assistance <br /> Plan which was submitted as Part VII of Everett's 1979 <br /> 2 application for Community Development Block Grant Funds <br /> to the Department of Housing and Urban Development under <br /> 3 the Housing and Community Development Act of 1977. <br /> 4 WHEREAS, the City Council of the City of Everett adopted Resolution <br /> 5 No. 1582 on January 17, 1979, which approved the Housing Assistance Plan <br /> 6 as part of the 1979 application for Community Development Block Grant Funds <br /> 7 to the Department of Housing and Urban Development under the Housing and <br /> 8 Community Development Act of 1977, and <br /> 9 <br /> WHEREAS, 3-year goals and annual goals were based on the total number <br /> 10 <br /> of Everett households defined as "needy", and <br /> 11 <br /> 12 WHEREAS, the PSCOG methodology for computing "need" has been changed <br /> 13 since January 1979 and it is necessary and desirable for Everett's Housing <br /> 14 Assistance Plan to be consistent with the PSCOG Housing Opportunity Plan, <br /> 15 and <br /> 16 <br /> WHEREAS, there is a proposed elderly congregate housing facility to <br /> 17 <br /> be constructed in 1980 with HUD subsidies which presents a unique opportunity <br /> 18 <br /> to meet the pressing needs of Everett's lower income elderly population and <br /> 19 <br /> an amendment to Everett's 1979 Annual Housing Action Program is necessary <br /> 20 <br /> in order to facilitate the construction of this congregate housing facility, <br /> 21 <br /> 22 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT: <br /> 23 1. The Mayor is hereby authorized to submit an amended <br /> 1979 Housing Assistance Plan to the Department of <br /> 24 Housing and Urban Development with the following major <br /> provisions: <br /> 25 <br /> a. The housing assistance needs (Table II & Table IIA) <br /> 26 shown for Everett will be consistent with the PSCOG's <br /> Revised Housing Opportunity Plan and as submitted to <br /> 27 and received by City Council; <br /> 28 b. The "expected to reside" and "displaced renters" be <br /> shown as "0" and footnoted to indicate that the "0" <br /> 29 figures were used to make Everett's Housing <br /> Assistance Plan consistent with the Housing Opportunity <br /> 30 Plan but that the actual estimated numbers are higher <br /> (11,175 households for expected to reside and 200 <br /> 31 households for displaced renters) ; <br /> 32 <br />
