16 <br /> TRANE® P <br /> The City of Everett Phase I-Investment Grade Audit Proposal <br /> 155 *A contingency has been established for this IGA for City use for costs and expenses associated with supporting <br /> 156 this IGA, or to increase Trane's contractual scope of work. This contingency is City controlled, meaning Trane can <br /> 157 expend the contingency only after a change order has been approved by the City and DES. The intent of the <br /> 158 contingency is"owner reserve"for use at the City's discretion. The$5,000 contingency value is in addition to the <br /> 159 IGA fee of$33,051. <br /> 160 <br /> 161 Cost Effectiveness Criteria: <br /> 162 The cost of the Investment Grade Audit will be rolled into the final cost of the project should The City of <br /> 163 Everett proceed with implementation of the subject project. Should Trane complete the scope outlined in <br /> 164 this IGA Proposal and identify a project that meets the identified Cost Effectiveness Criteria, and The City <br /> 165 of Everett chooses not to implement subject project with Trane, The City of Everett will reimburse Trane the <br /> 166 entire IGA fee within 60 days after the submission of the ESP. If Trane is unable to identify a project that <br /> 167 meets the identified Cost Effectiveness Criteria, The City of Everett will not be financially obligated to Trane <br /> 168 for the Investment Grade Audit. <br /> 169 <br /> 170 The cost effectiveness criteria for this IGA has been divided into two categories, Technical and Financial. <br /> 171 Trane will provide the following to the City of Everett as part of the IGA and future construction of selected <br /> 172 ECM's: <br /> 173 <br /> 174 Financial: Achieve positive cash flow within expected equipment life using capital avoidance, achieve <br /> 175 energy and maintenance cost savings, and replace aging/end of life infrastructure. <br /> 176 <br /> 177 Technical: Risk transfer from The City of Everett to Trane, guaranteed maximum cost prior to construction <br /> 178 start, use design-build delivery to shorten duration of pre-construction and provide additional flexibility and <br /> 179 control to the City during construction. <br /> 180 <br /> 181 Schedule for IGA Services: <br /> 182 Substantial completion of this IGA will be within 100 days, and full completion within 120 days, of Notice to <br /> 183 Proceed. <br /> 184 <br /> 185 We at TRANE appreciate the opportunity to provide these services.
