Parks & Recreation <br /> November 2,2015 <br /> Mr. John Ho, <br /> WSDOT Northwest Region <br /> 15700 Dayton Avenue North <br /> Shoreline Washington 98133 <br /> RE:DE MINIMIS SECTION 4(F)EVALUATION, <br /> GRAND AVENUE PARK BRIDGE <br /> EVERETT,WASHINGTON <br /> FEDERAL AID PROJECT NUMBER:To BE DETERMINED <br /> Dear Mr.Ho: <br /> The City of Everett Public Works Department is proposing construction of a non-motorized <br /> pedestrian bridge overcrossing of at-grade Burlington Northern Santa Fe(BNSF)rail lines and <br /> State Route 529(West Marine View Drive), connecting an Everett neighborhood to the Port of <br /> Everett's waterfront access.This project will impact a portion of the approximately 5-acre <br /> Grand Avenue Park,located between 16th Street and 19th Street on the west side of Grand <br /> Avenue,adjacent to a steep slope above the BNSF rail lines and West Marine View Drive. <br /> Permanent impacts affect approximately 9,177 square feet for the proposed bridge, <br /> modifications to segments of existing walkways, and construction of additional walkways, <br /> which will enhance the park. Construction-related temporary impacts affect approximately <br /> 11,716 square feet. All land temporarily disturbed will be replanted. <br /> The permanent impacts are due to walkway improvements providing access to the proposed <br /> bridge and bank stabilization measures along the steep slope,which is inaccessible to the public. <br /> Due to the minor amount of useable park land impacted and the added benefits of proposed <br /> public access in the park following construction,the proposed 4(f)use is de minimis in nature <br /> and will not adversely affect the features, attributes or activities qualifying Grand Avenue Park <br /> for protection under Section 4(f). <br /> The proposed temporary impacts to Grand Avenue Park are minor in nature and magnitude. <br /> Because City of Everett Public Works has agreed to restore temporarily impacted areas,the City <br /> does not anticipate permanent adverse physical impact to the park. In addition,the temporary <br /> impacts to walkway access will not interfere with the activities or purpose of the park as access <br /> to the park will be maintained during construction. <br /> CITY OF EVERETT 802 E.
