The proposed replanting of temporarily disturbed areas,including areas of steep slope,is a non-
transportation use of Grand Avenue Park. The replanting and bridge/walkway improvements
proposed are consistent with the function of the existing park and are considered an
enhancement of the site. The City of Everett Parks and Recreation Department plans to protect
and encourage the survival of the plantings.
We have reviewed the evaluation of impacts and use of the park and we concur that the
proposed project will not adversely affect the activities, features, or attributes that make the
Grand Avenue Park eligible for Section 4(f)protection.We agree that this project will be a de
minimis impact on these resources.
Sincerely,
P014444,41.;
Paul J.Kaftanski,
Everett Parks and Recreation Director
cc: Dave Davis,Public Works Director
CITY OF EVERETT 802 E. Mukilteo Blvd. Everett WA 98203 (425) 257-8300
