The proposed replanting of temporarily disturbed areas,including areas of steep slope,is a non- <br /> transportation use of Grand Avenue Park. The replanting and bridge/walkway improvements <br /> proposed are consistent with the function of the existing park and are considered an <br /> enhancement of the site.
