to <br /> Exhibit C <br /> Industrial Fire Precaution Level Plan(1F'PLPI- City of Everett Activities <br /> IFPL 1-Closed Season:No Restrictions-Work unrestricted <br /> • When Season opens to IFPL 2 City Forester advises.Watershed Patrol,Chief Operator,Senior Operator <br /> and Maintenance and Operations Supervisor <br /> IFPL 2-Fire Threat Advisory-Observe Work Area-Full day operation <br /> • Restricted City functions include: <br /> o Mowing/Brushing-(outside fenced area)Observe work area for 1 hour after completion of work. <br /> Open work all day. <br /> • o Road maintenance/culverts/road building--Observe work area 1 hr after completion of work. <br /> Open work all day. <br /> o Cable yarding-restricted to no activity after 1pm <br /> o Gate work and welding-restricted to no activity after 1pm <br /> IFPL 3-Partial Shutdown: <br /> • Restricted City functions- 1pm shutdown on all activity with 1 hour observation include: <br /> o Mowing/brushing(outside fenced area) <br /> o Road maintenance/culverts/road building <br /> o Ground-based yarding <br /> • Restricted City functions-Shutdown <br /> o No cable yarding closed <br /> o No work on gates and welding <br /> IFPL 4-Full General Shutdown <br /> • No forest road activity-"closed roads"posted <br /> • No mowing/brushing,road maintenance,yarding timber,gate work or welding allowed. <br /> • No public recreational access to City property <br /> Exceptions and Additional Precautions <br /> 1. City Forester will assess all requests to work outside the restrictions of the plan.. If the City has a need to <br /> work in an IFPL restricted time and location,City Forester will contact Washington Department of Natural <br /> Resources(WA DNR)and a complete formal request for waiver. If WA DNR grants waiver,the City <br /> Forester will provide approval and conditions to City staff. <br /> 2. If City Forester determines the WA DNR Website IFPL is not restrictive enough given the conditions for <br /> fire risk to the City,the City Forester can change the City IFPL to a higher level temporarily.
