lel <br /> Exhibit D <br /> Snohomish Public Utility District <br /> Plan of Operations <br /> Summary of Proposed Use <br /> The Gravel Pit(Pit) area will be used by the District's (Grantee's) contractor for general <br /> construction staging, such as equipment and materials storage and the filling of cofferdam sacks <br /> proposed for use in the Diversion Dam project. Approximately 1,000 cubic yards of pit materials <br /> will be used to fill cofferdam sacks in preparation for cofferdam construction. The material used <br /> for the cofferdam sacks will be returned to the pit after construction is complete. The sacks will <br /> be cut open and the material will be spread within the area designated by the City of Everett <br /> representative. The waste sack material will be taken off site. The pit will also receive natural <br /> materials excavated from the Sultan River throughout the course of construction,including <br /> approximately 600 cubic yards of fractured rock and 900 cubic yards of river bed alluvium. The <br /> materials will be hauled to the pit and placed in two separate areas which will be designated by <br /> the City of Everett representative. No other materials will be brought to and/or placed within the <br /> Pit area. For example,no hazardous waste of any type,no concrete waste, and no rebar or other <br /> type of construction debris. <br /> The existing road between the Diversion Dam Road(D-1000) and the pit(known as the Pit <br /> Access Road-D-1300) will be used by the District's contractor to support the activities outlined <br /> above. <br /> Road&Pit Use Provisions <br /> 1. District shall coordinate the use of City of Everett roads with other operations (such as <br /> logging, City of Everett operations, or otherwise)that may conflict with the District's <br /> proposed trucking operations. <br /> 2. The District shall supply up fourteen(14) 3x3' road signs. Proposed message and <br /> location shall be coordinated with City of Everett personnel. Two of the fourteen signs <br /> shall reduce the speed limit to 5MPH along the steepest 1/4 mile of the Diversion Dam <br /> Road. <br /> 3. District shall restore all roads to pre-construction condition or better as determined by the <br /> City,including but not limited to subgrade preparation, gravel placement,road grading <br /> and compaction. At least 1,000 cubic yards of 5/8 minus rock shall be placed on the <br /> gravel roads, see Exhibit B of City of Everett RUP 15-0002. <br /> 4. District shall control runoff with erosion control fencing around the Pit, as required. <br /> Methods shall be coordinated onsite with the City of Everett representative. <br /> Page 11 of 12 <br /> 52 <br />
