t i5 . <br /> .„:"**--- <br /> City of Everett <br /> Office of Emergency Management <br /> Comprehensive Emergency Management Plan <br /> Promulgation Memorandum <br /> With this notice, I am pleased to officially promulgate the City of Everett Comprehensive <br /> Emergency Management Plan (CEMP) dated December 31, 2014. <br /> This plan is effective immediately and replaces all previous versions. The CEMP represents <br /> the framework for City disaster mitigation, preparedness, response and recovery activities. The <br /> CEMP details authorities, functions and responsibilities to establish a mutually cooperative <br /> plan of action between City Departments, Divisions, and other public and private entities in <br /> response to a disaster. The CEMP supports National Incident Management System (NIMS) <br /> compliance requirements and utilizes the NIMS Incident Command System (ICS). This plan <br /> was prepared in accordance with guidance from the Federal CPS-101 (November, 2010) and <br /> the National Response Framework (NRF, January 2008). The CEMP will be used to enhance <br /> the City's capability in reducing the impact from a disaster or significant event to citizens, the <br /> environment, the economy and property. <br /> Every effort has been made to assure the CEMP's compatibility with the precepts of modern <br /> emergency management, the current applicable laws and the organizational structure of the <br /> City of Everett. <br /> Department Directors are reminded of their responsibilities concerning emergency <br /> management; specifically to support and participate on assigned committees, attend training <br /> sessions, offer updates to the CEMP as necessary, and maintain internal Department Disaster <br /> Plans that allow for the continuation of services during and following a disaster or significant <br /> event. All City of Everett Line of Succession personnel, Department Directors, and recipients <br /> of the CEMP should review this document and become familiar with their obligations and <br /> responsibilities. <br /> The CEMP Basic Plan, Appendices, Lead and Support Department Responsibilities, and <br /> Annexes will be revised at a minimum of every four years from the date of last State approval. <br /> Notwithstanding the regular update schedule, the Everett Office of Emergency Management <br /> staff will review the CEMP on an annual basis and collate suggested updates from other <br /> sources such as local, state and federal agencies. <br /> I, Ray Stephanson, Mayor of Everett, do hereby promulgate the attached City of Everett <br /> Comprehensive Emergency Management Plan. <br /> Ray Stephanson <br /> Mayor <br /> 56 <br />
