Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or cause any such work to be done, shall first make application to the building official and obtain the required permit. �RA 2. Everett Municipal Code 19.7.020(8) which reads; Detached accessory buildings are limited to accessory uses. Everett Municipal Code 19.39.020.D(2) which reads; Each single family dwelling on a legal building lot shall not have more than one accessory dwelling unit. No accessory dwelling unit may be located in any detached accessory structure. Conclusions of Law Based on Above Findings: 1. By converting the garage into a dwelling unit and by conducting construction activity including the construction of interior walls and the installation of electrical wiring and plumbing fixtures without permits, the Respondent has violated International Residential Code 105.1 and Everett Municipal Code 19.7.020(B) and Everett Municipal Code 19.39.020.D(2). ORDER Based on the Findings of Fact and Conclusions of Law as stated above, the following Order is issued: 1 . The Respondents shall vacate all of the tenants in the residence in strict compliance with all of the provisions of RCW 59.18, the Washington State Landlord-Tenant Act immediately. 2.
