Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br /> move, demolish or change the occupancy of a building or structure, or to erect, <br /> install, enlarge, alter, repair, remove, convert or replace any electrical, gas, <br /> mechanical or plumbing system, the installation of which is regulated by this <br /> code, or cause any such work to be done, shall first make application to the <br /> building official and obtain the required permit. <br /> �RA <br /> 2. Everett Municipal Code 19.7.020(8) which reads; <br /> Detached accessory buildings are limited to accessory uses. The following spaces <br /> are allowed within a detached accessory building: bathrooms, hobby rooms, <br /> approved home occupations, home offices, recreation rooms or laundry rooms <br /> The following rooms are not allowed in accessory buildings., bedrooms, dining <br /> rooms or kitchens <br /> 3. Everett Municipal Code 19.39.020.D(2) which reads; <br /> Each single family dwelling on a legal building lot shall not have more than one <br /> accessory dwelling unit. No accessory dwelling unit may be located in any <br /> detached accessory structure. <br /> Conclusions of Law Based on Above Findings: <br /> 1. By converting the garage into a dwelling unit and by conducting construction activity <br /> including the construction of interior walls and the installation of electrical wiring and <br /> plumbing fixtures without permits, the Respondent has violated International <br /> Residential Code 105.1 and Everett Municipal Code 19.7.020(B) and Everett <br /> Municipal Code 19.39.020.D(2). <br /> ORDER <br /> Based on the Findings of Fact and Conclusions of Law as stated above, the following <br /> Order is issued: <br /> 1 . The Respondents shall vacate all of the tenants in the residence in strict compliance <br /> with all of the provisions of RCW 59.18, the Washington State Landlord-Tenant Act <br /> immediately. <br /> 2. The Respondent shall bring the Property into compliance with the Everett Municipal <br /> Code by completing the following tasks; <br /> A. Move the south wall of the garage(the building directly adjacent to the alley) to a <br /> 4 <br />
