- r <br /> Exhibit A <br /> SCOPE OF WORK <br /> City of Everett - <br /> Task Order#14- Lift Station 33 and Lift Station 43 <br /> Construction Support Amendment <br /> October 20, 2015 . <br /> Background <br /> BHC Consultants,LLC has been providing construction services to the City of Everett(City)that include engineering <br /> and consulting services for the construction of the new Lift Station 43(LS43)and Lift Station 33(LS33)at the former <br /> Everett Landfill as part of the Riverfront Development Project(Project). The design of these lift stations was <br /> performed in Task Orders#11 and#12. Task Order#13 provided bidding services and construction services that • <br /> primarily addressed items that occurred at the beginning of the construction period,including RFIs,submittals, <br /> contract change initiatives and construction meeting participation. Task Order#14 will continue efforts addressed in <br /> Task Order#13,including project management, RFI's,technical submittals,contract change initiatives and <br /> construction meetings until both pump stations reach physical completion and will also include project closeout <br /> activities described below. The landscape architect,MacLeod Reckord,will also provide these services for an <br /> additional period to include final site restoration that consists of permanent paving,fencing and landscaping that are <br /> scheduled to begin 1 year after physical completion. <br /> Task Order#14.has many of the same tasks as Task Order#13. <br /> • The budget for Task Order#13 has been expended. This happened more quickly than originally projected,.because • <br /> we have exerted greater effort than anticipated while performing the scoped activities and because the City has <br /> - asked that we perform some unforeseen activities. The additional efforts include: <br /> • The implementation of EADOC to track project submittals,RFIs,clarifications and change orders(contract <br /> change initiatives)has taken significant effort that was not included in our scope or budget. BHC and • <br /> subconsultant staff attended training and practiced on the software to become proficient at using the <br /> program. After about 30 submittals had bean processed using traditional practices,submittals,Ricis and - <br /> contract change initiatives were migrated from standard computer files to the EADOC platform. Attending • <br /> software training,practicing to become proficient at the software,implementing the software mid-way <br /> through the project and to working within the system when it was partially populated has all taken additional <br /> time. <br /> • The absence of Construction Manager Al Rosenzweig during the first month required BHC to perform more <br /> tasks than originally scoped. During the period that Al was out and EADOC was not operational,BHC <br /> . - maintained the submittal and RFI logs,received submittals and RFIs emailed from MSI and filed them in an <br /> orderly fashion until Al returned to work. This went on for the first submittal 25 submittals and 20 RFIs. <br /> Upon Al's return, BHC sent the documents to the City for their files. <br /> ■ Additional Technical Submittals—as of August 1st we have reviewed 40 submittals and many of them <br /> required three re-submittals and a few required four re-submittals. To complete the project,we estimate <br /> BHC will lead the review of 15 submittals and or re-submittals,and the subconsultants will review 30 <br /> additional submittals for a total of 85 submittals: The Task Order 13 budget for BHC's effort was based on <br /> 50 submittals. <br /> 20 October 2015 P2Mi of 3 " _0_ • <br /> +stet"SULTA t s <br />
