% <br /> EVERETT CITY COUNCIL <br /> ORDINANCE NO. 2928-06 <br /> An Ordinance Approving An Amendment To <br /> The Comprehensive Plan Map Designation (Ordinance No. 2021-94, as <br /> amended) From 1.3 (Single Family Detached) To 2.0 (Parks/ Public <br /> Open Space) And Amending Section 2.020 Of Ordinance No. 1671-89, <br /> As Amended (EMC 19.02.020),With A Rezone From R-2 (Single <br /> Family Detached) To P (Public Park) <br /> N W Neighborhood Park <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the City of Everett adopted the 10 year update to the Comprehensive Plan, in <br /> conformance with the Washing Growth Management Act on July 20, 2005; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its 2005 annual comprehensive plan amendment <br /> process in July, 2005, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners or the Planning Commission; and <br /> WHEREAS, Providence Everett Medical Center has indicated a willingness to transfer <br /> ownership of the NW Neighborhood Park site to the City; and <br /> WHEREAS, in order fully establish City intent to continue use of the property as a park, as <br /> establish by the Hospital, the existing Comprehensive Plan map designation will need to be <br /> amended from 1.3 (Single Family Detached) to 2.0 (Park/Public Open Space) and a rezone will <br /> be needed from R-2 (Single Family Attached) To P (Public Park Zone), as shown in Exhibits <br /> "A" and `B " <br /> WHEREAS, the Planning Commission held a public hearing on the matter on April 4, 2006 at <br /> which time they considered public testimony, heard staff presentations and considered the <br /> various aspects of the proposal; and <br /> - 1 - <br />
