EVERETT CITY COUNCIL ORDINANCE NO. 2929-06 An Ordinance (Amending Ordinance No. 2021-94, as amended) By Approving A Text Change To The Comprehensive Plan Relating to Rezones of Areas Designated 2.1 Schools /Churches, 2.2 College/ University, 2.3 Cemetery, 2.4 Hospital and 2.8 Public/Quasi Public Facilities on the Comprehensive Plan Map A Comprehensive Plan Text Change WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in conformance with the Washington State Growth Management Act; and WHEREAS, the City of Everett adopted the 10 year update to the Comprehensive Plan, in conformance with the Washing Growth Management Act on July 20, 2005; and WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for comprehensive plans to be amended on an annual basis; and WHEREAS, the City of Everett initiated its 2005 annual comprehensive plan amendment process in July, 2005, which included consideration of Land Use Map amendments and rezone applications initiated by property owners or the Planning Commission; and WHEREAS, The Planning Commission has determined there is a need for direction to City Staff regarding how to process with rezones related to Areas Designated 2.1 Schools/Churches, 2.2 College/University, 2.3 Cemetery, 2.4 Hospital and 2.8 Public/Quasi Public Facilities on the Comprehensive Plan Map, due to the need to maintain consistency between Comprehensive Plan designations and zone districts; and WHEREAS, the Planning Commission held a public hearing on the matter on April 4, 2006 at which time they considered public testimony, heard staff presentations and considered the various aspects of the proposal; and WHEREAS, Following the public hearing the Planning Commission did resolve to recommend to City Council that the proposed change to the text of the Comprehensive Plan. - 1 -
