• <br /> WHEREAS, THE EVERETT CITY COUNCIL FINDS: <br /> 1. The purpose for the proposed Comprehensive Plan text change is to establish a process <br /> for rezone actions related to sites designated 2.1 Schools/Churches, 2.2 College/University, 2.3 <br /> Cemetery, 2.4 Hospital and 2.8 Public/Quasi Public Facility; and <br /> 2. When property has a Comprehensive Plan Map designation of 2.1 Schools/Churches, 2.2 <br /> College/University, 2.3 Cemetery, 2.4 Hospital and 2.8 Public/Quasi Public Facilities and there <br /> is a request to rezone a property, the process to be used should be a Planning Commission/City <br /> Council review as a part of the annual Comprehensive Plan Update (Review Process VA). <br /> 3. In situations where a proposed use is allowed under the existing zoning, it should be <br /> processed under the established permit process, and the Comprehensive Plan map designation <br /> should be subsequently revised to reflect the zone as a part of a subsequent annual <br /> Comprehensive Plan Update, as a docket item, if needed. <br /> WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. The public health safety and welfare would be provided for by the proposal under <br /> existing development regulations of the City; and, <br /> 2. The proposed amendment to the land use map and rezone promotes the best long term <br /> interest of the Everett Community. <br /> 3. The approval as requested does not constitute a grant of special privilege to the City. <br /> NOW, THEREFORE, THE EVERETT CITY COUNCIL DOES ORDAIN: <br /> Section 1: Approval. Ordinance No. 2021-94, as amended, is hereby amended as <br /> follows: <br /> 1. That two paragraphs of new text shall be added to the Comprehensive Plan Land Use <br /> Section under"V Land Use Map (C), "Guide to decision making," after the two existing <br /> paragraphs, as follows: <br /> "When property has a Comprehensive Plan Map designation of 2.1 Schools/Churches, 2.2 <br /> College/University, 2.3 Cemetery, 2.4 Hospital and 2.8 Public/Quasi Public Facilities and there <br /> is a request to rezone a property, the process to be used shall be a Planning Commission/ City <br /> Council review as a part of the annual Comprehensive Plan Update (Review Process VA)." and, <br /> "In situations where a proposed use is allowed under the existing zoning, it shall be processed <br /> under the established permit process, and the Comprehensive Plan map designation should be <br /> subsequently revised to reflect the zone as a part of a subsequent annual Comprehensive Plan <br /> Update, as a docket item, if needed." <br /> - 2 - <br />
