• <br /> 1 ORDINANCE NO. /53-V <br /> 2 <br /> AN ORDINANCE establishing a Solid Waste Management Utility, <br /> 3 including recycling, and rates and charges therefor. <br /> 4 <br /> 5 WHEREAS, for over two years, the Mayor, City Council , and staff of the <br /> 6 City of Everett have been intensively involved in solid waste management <br /> 7 issues, particularly City Council has authorized a recycling program and <br /> 8 development of a City of Everett Solid Waste Management Comprehensive Plan <br /> 9 which is currently in preparation; and <br /> 10 WHEREAS, said involvement has required extensive man hours of elected <br /> 11 officers' and staff time plus direct costs of the services of consultants <br /> 12 totaling over $220,000 for the years 1986-1988; and <br /> 13 WHEREAS, as an integral part of management of solid waste, the City <br /> 14 Council finds that recycling should be encouraged, emphasized, upgraded, <br /> 15 and, if necessary, subsidized in the City of Everett, and that some <br /> 16 expenditure of public funds will be required to establish and promote a <br /> 17 successful recycling program; and <br /> 18 WHEREAS, the City Council finds that all households, businesses and <br /> 19 industries in the City will benefit from the City Solid Waste Management <br /> 20 Utility to conduct solid waste projects and programs as the Mayor and <br /> 21 Council may direct and that the following rates should be established to <br /> 22 fund said projects and programs: <br /> 23 <br /> CATEGORY Size Charge <br /> 24 <br /> Single Family residence 1 $0.32/mo. <br /> 25 Multi-family 2-4 units 0.87/mo. <br /> 26 Multiple Family 5-15 units 1 .53/mo. <br /> 16-25 " " 3.66/mo. <br /> 27 26-100 " " 10.02/mo. <br /> 101+ " " 46.77/mo. <br /> 28 <br /> Business 1 -50 employees 0.75/mo. <br /> 29 51 -100 " " 4.38/mo. <br /> 101 -1000 " " 11 .55/mo. <br /> 30 1001 -5000 " 100.00/mo. <br /> 5000+ " " 533.00/mo. <br /> 31 <br /> 32 <br />
