These agreements have allowed for the pass through of Federal <br /> HOME funds to the City for housing projects in Everett. The Interlocal Agreement in 2012 included <br /> an automatic renewal at the end of every three years. Separate from the Interlocal Agreement are <br /> annual contracts with Snohomish County when the City receives yearly program funding, which <br /> requires City Council approval. <br /> On May 10, 2017, City Council approved Resolution 7118 reallocating unexpended pre-2015 HOME <br /> funds in the amount of$83,999 from another project to the 2016 Community Housing Improvement <br /> Program (CHIP) allocation. This is considered a minor amendment and must be completed by July 31, <br /> 2017, to meet federal commitment deadlines. The increase is added to the original contract amount of <br /> $309,010 for a total 2016 program year award of$393,009. Resolution 7118 also provided for <br /> reallocation of CHIP program funds. This reallocation will require a second contract amendment <br /> which is expected to come forward later this year with the 2017 CHIP annual contract. <br /> RECOMMENDATION: <br /> Authorize the Mayor to sign the Contract Amendment HCS-16-42-1601-198(1) for the Everett—2016 <br /> Community Housing Improvement Program (CHIP) HOME Funds Agreement between Snohomish <br /> County and the City of Everett. <br /> 4) <br />
