• <br /> Aillilli <br /> 'i,,l.'07174:!Pmmm - <br /> EVERETT <br /> ORDINANCE NO. 1781-91 <br /> AN ORDINANCE amending the City's interim traffic mitigation <br /> policy, Ordinance No. 1670-89 as amended by Ordinance <br /> No. 1733-90 and Ordinance No. 1754-90. <br /> WHEREAS, the City Council finds that the interim traffic mitigation policy <br /> authorizes the City Council to adopt a Local Transportation Plan when the <br /> required mitigating improvements to create or maintain a Level of Service of <br /> "D" or better may not always be practical ; and <br /> WHEREAS, the City Council finds that considerable staff time is involved in <br /> preparing a Local Transportation Plan for Council 's consideration and that <br /> it may be more appropriate for the Responsible Official to review projects <br /> on an individual basis rather than delaying projects for the development of <br /> a Local Transportation Plan; and <br /> WHEREAS, the City Council finds that the City needs to focus City Staff' s <br /> efforts on developing a comprehensive transportation plan and strategy <br /> rather than developing individual Local Transportation Plans; and <br /> WHEREAS, the City Council finds that transportation demand management (TDM) <br /> measures can assist in mitigating transportation impacts of development; and <br /> WHEREAS, the City Council finds that to the extent practical , the City <br /> desires to channel traffic from development onto arterial streets and to <br /> divert traffic away from residential streets; and <br /> WHEREAS, the City Council finds that it is appropriate to describe how the <br /> interim traffic mitigation policy will interface with subsequent traffic <br /> mitigation regulations adopted by the City; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : That Section 4 of Ordinance No. 1670-89 as amended by Section 2 <br /> of Ordinance No. 1733-90 which reads as follows: <br /> Section 4: To address cumulative impacts to the <br /> transportation system, the Traffic Analysis shall assign and <br /> distribute the proposed development' s peak hour (inbound and <br /> outbound) trips to the transportation system, down to, and <br /> including the minimum threshold level of 10 development generated <br />
