• <br /> • <br /> 80-3 MOVED BUILDINGS. All electrical wires, equipment, or <br /> apparatus within, or on, or attached thereto, which are moved <br /> within or into the city shall comply with the provisions of this <br /> Code and all other applicable laws, codes and ordinances. <br /> 80-4 ADMINISTRATIVE AUTHORITY AND ASSISTANTS. The Building <br /> Official is hereby authorized and directed to enforce all the <br /> provisions of this Code. For such purpose he shall have the <br /> powers of a police officer. In accordance with procedure and <br /> with the approval of the chief appointing authority of the City, <br /> the Building Official may appoint such number of officers, <br /> inspectors and assistants and other employees as may be necessary <br /> to carry out the functions of this Code. <br /> 80-5 REPORTS AND RECORDS. The Building Official shall submit a <br /> report to the proper City Official not less than once a year, <br /> covering the work of the department during the preceding period. <br /> He shall incorporate in said report a summary of his <br /> recommendations as to desirable amendments to this Code. <br /> The Building Official shall keep a permanent, accurate account of <br /> all fees and other moneys collected and received under this Code, <br /> the names of the persons upon whose account the same were paid, <br /> the date and amount thereof, together with the location of the <br /> building or premises to which they relate. <br /> 80-6 RIGHT OF ENTRY. Whenever necessary to make an inspection <br /> to enforce any of the provisions of this Code, or whenever the <br /> Building Official or his authorized representative has reasonable <br /> cause to believe that there exists in any building or upon any <br /> premises any condition or code violation which makes such <br /> building or premises unsafe, dangerous or hazardous, the Building <br /> Official or his authorized representative may enter such building <br /> or premises at all reasonable times to inspect the same or to <br /> perform any duty imposed upon the Building Official by this Code, <br /> provided that if such building or premises be occupied, he shall <br /> first present proper credentials and request entry; and if such <br /> building or premises be unoccupied, he shall first make a <br /> reasonable effort to locate the owner or other persons having <br /> charge or control of the building or premises and request entry. <br /> If such entry is refused, the Building Official or his authorized <br /> representative shall have recourse to every remedy provided by <br /> law to secure entry. <br /> When the Building Official or his authorized representative shall <br /> have first obtained a proper inspection warrant or other remedy <br /> provided by law to secure entry, no owner or occupant or any <br /> other persons having charge, care or control of any building or <br /> premises shall fail or neglect, after proper request is made as <br /> herein provided, to promptly permit entry therein by the Building <br /> 2 <br />
