6 . Impact mitigation. The zoning of the property is a <br /> separate action from the approval of a specific land use <br /> proposal on either or both of the annexed sites. Any <br /> subsequent land use proposal will be subject to the <br /> standards of the zoning classification is assigned to the <br /> property, and to the SEPA environmental review process. <br /> Mitigation of impacts that could result from any future land <br /> use can be more specifically addressed on a project specific <br /> basis, in response to the particular use or uses of land <br /> which may be proposed. <br /> 7. On a theoretical basis, industrial zoning is not <br /> considered the most compatible zone when contiguous to <br /> residential areas. However, in consideration of the factors <br /> listed above, C-2 (Heavy Commercial-Light Industrial) zoning <br /> is the appropriate zoning for the subject properties <br /> regardless of the land uses developed upon or the zoning <br /> assigned to the properties located across East Marine View <br /> Drive. <br /> rnnnlnsinn: The C-2 zone will promote land uses which are <br /> compatible with surrounding uses and zoning classifications. <br /> B. Noise Levels. <br /> Finding: The City Council asked the Planning Commission to <br /> consider noise impacts expected from different industrial <br /> zones. It could be generally stated that noise levels <br /> resulting from C-2 zone activities would be similar to those <br /> of the M-M and M-1 zones, and less than those expected from <br /> M-2 zone activities. However, it is necessary to compare <br /> the noise levels which would result from specific noise <br /> generators, irrespective of zone classification. The <br /> following table indicates the typical noise levels for <br /> different noise generating acitivites. <br /> NOISE SOURCE NOISE LEVEL (Dba) <br /> jet engine 120 <br /> truck traffic 90 <br /> heavy mechanical equipment 80-90 <br /> busy arterial street 75-80 <br /> outdoor industrial uses 65-75 <br /> collector street 60-65 <br /> quiet residential area 50 <br /> Noise levels are approximate.
