• <br /> • <br /> ORDINANCE NO. 1762-91 <br /> AN ORDINANCE establishing Everett 2000. <br /> WHEREAS, the Mayor and Everett City Council find that there is a need to <br /> review and update the Halpern Plan, the Thorsen-Peterson study, the Growth <br /> Management Plan, and other plans relating to the future development of the <br /> City, in order to prepare for the future development of Everett; and <br /> WHEREAS, the Mayor and Council desire that the Everett 2000 statement <br /> include visions of all areas and neighborhoods of the City, including but <br /> not limited to, the old downtown area, Riverside, the North end, the South <br /> end, Southwest Everett, and Silver Lake; and <br /> WHEREAS, the Mayor and Council find that Everett 2000 Vision Statement is <br /> needed in order to set the stage for community commitment to the future <br /> planning and development of the City of Everett; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 1 . The Everett 2000 Program is hereby established. <br /> 2. Everett 2000 will be guided by a fifteen member committee, appointed by <br /> the Mayor with confirmation of Council : five (5) from the private <br /> sector (industry, business, banking, legal , architecture or related <br /> fields) ; four (4) from the public sector (one from City, one from the <br /> Everett School District, one from the Port of Everett, and one from <br /> Snohomish County) ; and six (6) citizen representatives (seniors, <br /> low-income, students or youth, environmental advocacy groups, <br /> neighborhoods, etc. ) . <br /> 3. The Everett 2000 Committee would conduct a public "visioning" <br /> exercise. There are several different options available for such an <br /> exercise. It is recommended that a professional facilitator with <br /> experience in these activities be retained to assist the steering <br /> committee in this task. <br /> The topics which would be addressed in any visional exercise and <br /> downtown plan include: <br /> a. Focus on areas of the future, such as downtown, waterfront, <br /> etc. <br /> b. Identification of generalized land uses and locations <br /> (office, commercial , industrial , residential , public sector <br /> services, retail ) . <br />
