• • 1 ORDINANCE NO. / 759— 90 2 3 AN ORDINANCE establishing requirements for automatic fire detection and fire suppression systems in buildings. 4 5 WHEREAS, the City Council finds that automatic fire detection systems 6 and automatic fire suppression systems are now technologically and 7 economically viable and can help to reduce the loss of life and property due 8 to fire and are therefore reasonably necessary in order to protect the 9 public health, safety and welfare; and 10 WHEREAS, the City Council finds that the installation of automatic fire 11 detection systems and automatic fire suppression systems can help the 12 firefighting capabilities of the Everett Fire Department with its manpower 13 and equipment constraints and provide a rational basis for planning public 14 fire protection expenditures by defining the balance between traditional 15 fire protection resources to be supplied by the public and those supplied by 16 the private sector while at the same time reducing the costs of traditional 17 fire protection and its related expenditures such as larger water mains, 18 fire apparatus turn-arounds and fire hydrants in newly developed areas; and 19 WHEREAS, the City Council finds that the installation of automatic fire 20 detection systems and automatic fire suppression systems should help cause a 21 reduction in insurance premiums; and 22 WHEREAS, the City Council finds that it is in the best interest of the 23 health, safety and welfare of the citizens of Everett to adopt an ordinance 24 establishing requirements for automatic fire detection systems and fire 25 suppression systems in buildings; 26 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 27 Section 1 : Title. 28 This ordinance shall be known as and may be cited as the "Automatic 29 Fire Detection and Suppression Systems Ordinance." 30 Section 2: Definitions. 31 For purposes of this ordinance, words and phrases used in this 32 ordinance shall mean as follows:
