• <br /> 1 Section 9: Annexations. The Mayor or Council may at any time <br /> 2 request that the Planning Commission hold public hearings on and adopt a <br /> 3 land use plan for any area which might reasonably be expected to be annexed <br /> 4 to the City at some future time, as provided in State law. The Planning <br /> 5 Commission shall also, at the time of presenting the land use plan for the <br /> 6 area to the Council, make a recommendation whether or not, in their <br /> 7 judgment, such annexation would be in the best interest of the City and the <br /> 8 persons in the area to be annexed. <br /> 9 <br /> 10 Section 10: Comprehensive Plan - Preparation. <br /> 11 A. The Planning Commission shall prepare a comprehensive plan for <br /> 12 guiding the orderly and coordinated physical development of <br /> 13 the City. Such plan may consist of maps, reports, descriptive <br /> 14 text covering objectives, principles, and standards, and such <br /> 15 other material as may be required to present clearly the plan <br /> 16 and the programs that may be a part of it. Notwithstanding <br /> 17 the language herein, the comprehensive plan shall comply with <br /> 18 the requirements of State law. <br /> 19 B. The comprehensive plan shall include the following elements: <br /> 20 1. A land use plan which designates the proposed general <br /> 21 distribution and general location and extent of uses of <br /> 22 land such as: agricultural, housing, commerce, <br /> 23 industry, recreational, educational, public buildings <br /> 24 and land, and other categories of public and private <br /> 25 land, and delineates neighborhood and/or community units <br /> 26 and includes standards of population density; <br /> 27 2. A transportation plan which defines the general <br /> 28 location, alignment and extent of proposed and existing <br /> 29 highways, parkways, walkways, trails, public <br /> 30 transportation, transportation demand management, and <br /> 31 major and secondary arterials, all correlated with the <br /> 32 land use element of the comprehensive plan; <br /> -4- <br />
