1 5. Such other elements as are essential or desirable to <br /> 2 coordinate public services, to complete programs for <br /> 3 physical, social and economic development of the City <br /> 4 and to promote the public health, safety, and general <br /> 5 welfare. <br /> 6 <br /> 7 Section 11: Comprehensive plan - Amendment and adoption. The <br /> 8 comprehensive plan, any element thereto, or any portion thereof may be <br /> 9 amended to meet changing conditions. Before approving or recommending a <br /> 10 comprehensive plan or any amendment, element, extension, deletion, or <br /> 11 addition thereto or any official control, the Planning Commission shall <br /> 12 conduct at least one public hearing on the subject. Following the public <br /> 13 hearing the Planning Commission may alter, modify, approve, or disapprove <br /> 14 the plan, or any portion, as its judgment dictates. The initial plan, <br /> 15 subsequent elements, extension, addition, or amendments, or official <br /> 16 controls, after approval by the Planning Commission shall be transmitted to <br /> 17 the City Council by a written recommendation. The Planning Commission's <br /> 18 recommendations shall be considered by the City Council at a regular public <br /> 19 meeting. If a majority of the Council approves the recommendation as <br /> 20 submitted, the Council shall then formally adopt the recommendation by <br /> 21 motion, resolution, or other means which will render the recommended <br /> 22 comprehensive plan, element, addition, extension, amendment, or official <br /> 23 control, the expressed intent and policy of the City. If the <br /> 24 recommendation is disapproved by the Council, the proposal shall be <br /> 25 referred back to the commission for further consideration and adjustment; <br /> 26 thereafter, upon resubmission of the proposal by the Planning Commission, <br /> 27 Council may approve, disapprove, or take such final action as it deems <br /> 28 appropriate without further recommendation of the Planning Commission. <br /> 29 <br /> 30 <br /> 31 <br /> 32 -6- <br />
