• <br /> 1 Section 12: Comprehensive plan - Implementation. <br /> 2 A. Unless otherwise required by State law, to implement the <br /> 3 objective and intent of the comprehensive plan, the Council <br /> 4 may, after review of the Planning Commission, adopt or retain <br /> 5 <br /> such regulatory codes as are needed and restrict the location <br /> 6 and use of buildings, structures and land for residential, <br /> 7 trade, industry and other purposes; the height, number of <br /> 8 stories, size, construction and design of buildings and other <br /> 0 structures; the size of yards, courts and other open spaces on <br /> 10 the lot or tract; the density of population; the setback of <br /> 11 buildings along streets, highways, parks or public water <br /> 12 frontage; and the subdivision and development of land. <br /> 13 B. The Planning Commission may recommend and encourage to the <br /> 14 Council the adoption of official controls, regulations, or <br /> 15 other measures for the purpose of creating a more desirable <br /> 16 and aesthetic living area, for the purpose of maintaining and <br /> 17 developing safer and more desirable housing, for the purpose <br /> 18 of beautifying and making more attractive public ways, <br /> 19 buildings, and areas. <br /> 20 <br /> 21 Section 13: Shoreline permits. The Planning Commission shall hold <br /> 22 <br /> public hearings and make recommendations to the City Council on 1) the <br /> 23 following shoreline permits exceeding twenty-five (25) acres in size; and <br /> 24 2) on all shoreline permits for utility facilities other than the <br /> 25 following: water supply distribution and storage facilities, sanitary <br /> 26 <br /> sewage (and storm drainage when in a combined system) transmission and <br /> 27 treatment facilities, and storm water drainage systems. <br /> 28 <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br /> -7- <br />
