1 Section 14: Rezones. The Planning Commission shall hold public <br /> 2 hearings and make recommendations to City Council on rezone requests: <br /> 3 A. Exceeding three acres in size; <br /> 4 B. Area-wide rezones; <br /> 5 C. Planned residential developments of more than 50 units that <br /> 6 are not associated with a subdivision or short plat; <br /> 7 D. All proposals for the "planned development" overlay zone. <br /> 8 <br /> 9 Section 15: Special property uses. The Planning Commission shall <br /> 10 hold public hearings and make recommendations to City Council on the <br /> 11 following special property use applications: <br /> 12 A. Airfields, helipads, seaplane terminals and landing facilities; <br /> 13 B. Special property uses proposed as part of a development which <br /> 14 requires other review processes involving the Planning <br /> 15 Commission, such as a rezone or general plan amendment. <br /> 16 <br /> 17 Section 16: Appeals. The Planning Commission shall hold public <br /> 18 hearings and make recommendations to the City Council on the following <br /> 19 types of appeals: <br /> 20 A. Planning Director's decision on uses not listed in the zoning <br /> 21 code; <br /> 22 B. Planning Director's decision on Floor Area Ratio (FAR) bonuses <br /> 23 in the B-3 zone; <br /> 24 C. Planning Director's interpretation or application of the <br /> 25 Design Review Criteria in the B-3 zone. <br /> 26 <br /> 27 Section 17: Design Review. <br /> 28 A. The Planning Commission shall hold a public hearing and make a <br /> 29 <br /> recommendation to the City Council on a proposed Alternative <br /> 30 Method of Design of certain requirements related to building <br /> 31 <br /> design in the B-3 zone, as specified in the zoning code. <br /> 32 -8- <br />
