• <br /> • <br /> • • <br /> 1 <br /> Emergency Procedure. <br /> 2 <br /> City Council Action. Nothwithstanding any other provisions <br /> 3 of this Code, in cases where it reasonably appears that there is <br /> immediate danger to the life or safety of any person or property <br /> 4 unless a substandard building is immediately repaired, secured, <br /> vacated or demolished, the Building Official shall report the <br /> 5 facts to the City Council of the City of Everett and the City <br /> Council may cause a resolution to be passed authorizing the <br /> 6 Building Official or his designee to effect the immediate repair, <br /> securing, vacation or demolition of the substandard building. <br /> 7 The costs of the emergency repair, securing, vacation, or <br /> demolition of such dangerous buildings shall be collected in the <br /> 8 same manner as provided in Chapter 16. <br /> 9 <br /> Section 3: Chapter 10 of the Uniform Housing Code, 1988 Edition, which <br /> 10 <br /> was adopted by reference in Section 1 of Ordinance No. 1613-89, is hereby <br /> 11 <br /> amended by the following addition: <br /> 12 <br /> 13 Minimum Standards for Vacant Buildings. <br /> 14 A. Definition. <br /> 15 "Vacant building" means a building that is unoccupied and <br /> is not used as a place of residence or business. At the <br /> 16 discretion of the Building Official , a portion of a vacant <br /> building may be occupied if the occupied portion meets the <br /> 17 standards specified in this code and the vacant and closed <br /> portion complies with the minimum maintenance standards for <br /> 18 vacant buildings specified in this section. <br /> 19 B. Public Nuisance - Substandard Building. <br /> 20 Any vacant building which is not maintained in compliance <br /> with the minimum maintenance standards for vacant buildings <br /> 21 imposed by this Section or such more stringent standards imposed <br /> by the Building Official is a substandard building and as such, <br /> 22 is deemed and hereby declared to be a public nuisance which the <br /> Building Official is authorized to summarily abate in accordance <br /> 23 with the abatement provisions for substandard buildings found in <br /> this code. <br /> 24 <br /> C. Maintenance Standards. <br /> 25 <br /> Every vacant building shall conform to the standards of <br /> 26 this section except when more stringent standards are imposed by <br /> the Building Official . <br /> 27 <br /> 1 . Sanitary facilities. <br /> 28 <br /> a. All plumbing fixtures connected to an approved water <br /> 29 system, an approved sewage system, or an approved natural gas <br /> utility system shall be installed in accordance with applicable <br /> 30 codes and be maintained in sound condition and good repair. <br /> 31 b. All plumbing fixtures connected to an approved <br /> system, sewage system, or approved natural gas utility system, <br /> 32 <br /> 2 <br />
